Campus do Mar leaders' swearing-in ceremony hosted by the Ocean Science Centre Mindelo
Cabo Verde's Prime Minister attended the swearing-in of the leaders of the newly formed Campus do Mar. The ceremony took place at the Ocean Science Centre Mindelo (OSCM) on the 20 August 2020. The islands' leader announced that the “central objective” of the creation of Campus do Mar is to provide São Vicente and Cabo Verde with qualified human resources in the various domains of the blue economy. The Campus do Mar, based in São Vicente, includes the Technical University of the Atlantic (UTA), the Instituto do Mar (IMar) and the Escola do Mar.
Prime Minister Ulisses Correia e Silva referred to technical and scientific skills as the “most important and determining” resources for the implementation of the islands’ Special Maritime Economic Zone (Zona Económica Especial Marítima or ZEEM). Correia e Silva described that the ZEEM begins to be implemented in its “most structuring” components of knowledge, research / development and professional training. “With the creation of Campus do Mar, we are giving a very clear strategic orientation to higher education, research and training as drivers and support for the development of the blue economy in Cabo Verde”, said the Prime Minister. The PM described the connection between the economic history of the islands being linked to the sea and the opportunities this develops for their future economy, through a “structural transformation” of the Cabo Verdean economy. He recognised the maritime tradition of São Vicente and the resources of the sea, in several areas such as eco-tourism, port activities, transport, energy, industry, aquaculture, ship repair and bunkering. The Head of Government announced that “soon” the ZEEM governing bodies will be installed, to be followed by the attraction of “good private partners” for investments capable of positioning Cabo Verde as a “reference platform” for maritime services, with ZEEM as “the great driver”.
In the act, held at the OSCM, the Mayor of São Vicente also spoke to describe how the Campus do Mar will “enrich even more” the island's history, always “punctuated by its importance” in the teaching and education of the Cabo Verdean youth. Augusto Neves also said that it is necessary to continue to show that Cabo Verde's economic and social growth “necessarily” involves the development and “wide dissemination” of sea science, technology and innovation. During the ceremony, Raffaella Gozelino (Dean), João do Monte Duarte and Maria Osvaldina Silva were sworn in, for the team of the UTA, António Fernandes, Lídia de Melo and Manuel Vicente Silva, for the board of directors of Escola do Mar, and Malik Lopes, Elísia da Cruz and Vito Ramos, for the board of directors of IMar.
